Today Mega-Vinyl is synthesized direct from Ethane(most Natural gases have 1 to 5% ofC2H6)+Chlorine

Calcium carbide + water forms acetylene.

acetylene + HCL results in vinyl chloride monomer (VCM), a known carcinogen.

You can make ethyne (formerly called acetylene) hence PVC from CaCO₃. I don't all the practical details, but the principle is as follows.

Heat the CaCO₃ in a limekiln to produce quicklime. CaCO₃ = CaO + CO₂ (this has been done for centuries if not millennia)

Mix the quicklime with carbon (powdered coke) and heat strongly. This produces calcium carbide. CaO + 3C = CaC₂ + CO.

Add water to the calcium carbide to get ethyne. CaC₂ + 2H₂O = C₂H₂ + Ca(OH)₂.

Then make VCM (see #4) and polymerise it (sounds easy!)

Once you get going, you only need (again in principle) a small input of CaCO₃ for make-up, as the CaO can be recovered by heating the Ca(OH)₂, and recycled.The only net inputs on the carbide part are carbon and water.
