Can anybody recommend a compatable astm type of steel designed for extreme cold wheather like -40 degrees F. It would have to be available in structural shapes, round, and square tube shapes.

Try www.steel.org they have a lot of data on steel. Look into a high chromium content above 11 percent...but, as usual it depends on what your application is
