Whether it is beneficial to run single Circulating Water Pump ?

Whether it is beneficial to run single Circulating Water Pump in long run for 210 MW Condenser though we find in winter seasons that the vacuum is in its optimum position but the CW flow decreases and so the dP across the condenser rises to some extent ?

Without seeing the installation it is impossible to say.
