One Sleeve, Two Cables

Hello Frnds

Thers a Concrete pipe(250 mm ID ) sleeve of 8 M, With concrete road Above it (Road Crossing )

Can V run Instument (Triad and Fiber optic cable ) in the same sleeve as it already contains Electrical cable

This can be considered a semantic argument but I'll make it none the less. Yes you can run signal cables though the same conduit as power cables. But only if you don't exceed the recommended fill capacity for that size conduit. It would be better to run a separate conduit for signal wires though but sometimes this is impractical. The code for your location will spell out your limits on conduit fill capacity, consult it.

There is no issue with running fibre-optics in proximity with any type of electrical cable.

I would suggest placing Maxcell Fabric Innerduct first to avoid burning the existing cable when placing new cable.
