New Recommendations for Skyscraper Safety

The National Institute of Standards and Technology (NIST) is about to recommend new safety standards for skyscrapers, including changes in construction and evacuation strategies. The nonbinding recommendations are the culmination of a three-year study of tall buildings meant to help occupants survive terrorist attacks or natural disasters.

If these recommendations are so good, why don't they pass them into law? Most death from disasters, manmade or natural, are from buildings collapsing or bursting into flame.

Last I checked, NIST does not have the ability make laws.
