ASME - Allowable Stress

Dear Elites..

What are ASME's considerations in increasing max allowable stress in ASME II latest edition?

For example: If you see in ASME II part D 2001 (design standard: ASME VIII-2) for material SA-537 class 2, you will find max allowable stress at 200 F is 25 ksi, BUT in ASME II (table 5A) the max allowable stress at 200 F is 33.3 ksi.

ASME increased material's max allowable stress, it means that material's max allowable stress is much closer to material's yield strength.

What makes the latest edition different than the old one? Research/kind of improvement? Or?? What do you think?

.. The following is my understanding:..

Compared to the old editions , allowable stresses have ben INCREASED but hydrotest pressure have been DECREASED ( we had the factor 1.5 , now we have the factor 1.3 , I mean test pressure now is equal to= = 1.3 *Design pressure * (Allowable cold/ allowable hot ) )

Ultimately one should not go in hydrotest beyod 0.9 Yield cold for any edition of the code.

The above is simplified for the sake of the discussion !!
