One would assume it's the angular deviation from straight in a transmission system caused by suspension movement, (or missalignment, load etc.)
So in a front wheel drive car it would be the angle of the drive shaft relative to the gearbox output shaft at maximum or minumum suspension deflection.
Or I s'pose a 'swing' angle would be the angle from maximum to minimum deflection?

But hey what do I know I jus a cat

There are two swing angles in power transmission

a) mechanical swing of the conductors- due to especially wind, the conductors swing on their pivots(insulators) aided by other factors like the insulator construction, temperature, wire tension etc. However it is necessary that under the worst conditions too the clearances are maintained between the conductors as well as the ground potential points. The maximum angle (swing angle) through which these can swing is an important parameter in transmission line design.

b) Power swing are basically the oscillation in the power flow caused by different switching and fault phenomenon (and that may include tripping/ disconnecting a generator or a relatively significant load)

he is on the electrical engineering section .

In practice, for insulator strings installed on suspension towers and the jumper loops used on the tension towers, two different swing angles with corresponding conductor-tower clearances are normally specified. Additionally, phase conductor spacing is also affected by the following factors:....

The oP should clarify where he wants to swing?
