DC to DC Load

hello i have a windmill with a generator that give`s me from 0 to 33 volt dc.

i want to load up a accu at 12v dc at all time`s even the time that the voltage is below 12 v dc.

can enywhone explane how to do that ,help me

Simple- Put a flywheel battery - charged by windmill and discharged by you.

The battery trickle chargers are available that will accept variable voltage, may be with a bit boosting.

You will need a DC-DC converter that can operate in "Boost" and "Buck" modes, meaning it will always provide the same DC voltage out, when the input is below or above the set output voltage. I would think there would be these types of modules available at the same places that provide windmill generators or solar systems.
