Where Can I find for High Quality (Free) Online Scientific Journals?

Since 1921, Organic Syntheses has provided the chemistry community with annual collections of detailed, reliable, and carefully checked procedures for the synthesis of organic compounds. Some procedures describe practical methods for the preparation of specific compounds of interest, while other procedures illustrate important synthetic methods with general utility. Each procedure is written in considerably more detail as compared to typical experimental procedures in other journals, and each reaction and all characterization data has been carefully "checked" for reproducibility in the laboratory of a member of the Board of Editors. All the volume can be accessed free on the web at www.orgsyn.org.

I'm looking for some equivalent in other science field. (i.e. biology, electronics, software, mechanics, material etc....). I insist on the specifications «free» and «carefully "checked" for reproducibility» of my request since their is plenty scientific periodical and patent on the net. Even if some have start to offer free access on the web this is not widespread and they are not double checked. I believe that internet is changing the face of the world by offering efficient search engine and that spreading knowledge free through it is inevitable. Exact science have the advantage over other subjective field to be reproducible. Having access to free double checked protocol might save life and would accelerate innovation. I know this is not an economical way of thinking and that keeping knowledge secret is a way to keep the advantage over concurrence but their is old technology out there that may be spread without any problem for multinational. The problem is that it is not well ordered. I'm sure I'm not the only one who waste a lot of energy and time searching for protocols often with a lack of detail to realized that result obtained are not exactly the one reported.
