Could somebody tell me, what all items are included in High Voltage Switchgears?

As far as I understand, 'swtichgear' in particular means those items which have making and breaking capabilities i.e. circuit breakers, load break switches etc. But isolator is not included as they are used on no loads.

But in many instances, i have come through situations where 'surge arresters or lightning arresters' are also included in switchgear.

Can u tell me why surge arresters are included? And are there any other additional equipment that comes under this category?
