No.

On these models, the muffler bearings often go bad and take out the hog leg drive that runs between the upper gear level and the lower running bevel train.

Usually, changing the caps on the framus transfer block will get you back in business.

If not, call me direct at my private number and I'll talk you through the turnover.

I assume your talking about a Lincoln Pipeliner welder generator unit?

If you can give me a year and model I might have the electronic versions of the actual service and owners manuals.

Speaking on Lincoln Pipeliners...

Mine is in the shop getting a makeover to convert it to a, (hopefully) 20kw gen set..

Therefore, the welder generator is up for grabs, for anyone interested..

On these older models the contact points may need to be changed, be sure to set the proper gap setting for this model, the rotor or distributor cap maybe bad a small hairline crack in the cap will allowing moisture and keep the machine from running sometimes you can use a hair dryer to dry out the moisture to get you up and going.(temporary fix).

You said you had gas is it fresh? do you have gas to the carburator or just to the filter?

A fuel line maybe cracked and sucking air.

If you leave this machine for long peiods of time between uses the caburator may get gummed up from the gas sitting in the float bowl.

Tankie hit the nail on the head on his 2nd comment. Drain all the fuel out. Flush system. Fill with fresh fuel. Problem solved.

I imagine your welder sits for long periods of time, thus allowing the fuel to go bad, turning into gunk.

Observe the engine at night while cranking it over.Broken down insulation on wires or cap will sometimes be evident as sparks or glowing around wires.Spray a little starting fluid in carb.Does it run a little? If so, the problem is fuel related:contaminated of old fuel, clogged filter, clogged carb, etc.If not, the problem is in the electrical ignition system. Is the spark to the plugs blue in color, or orange-ish yellow? If not blue, change the points and condenser.Especially the condenser.A bad condenser wil prevent the full voltage from developing on the coil, as will a too-close of a point gap.Don't know your specs, but an engine of that era will usually run good at a point settiing of .016 to .019 inch gap.

Here is a link to a repair manual for your engine. If you intend to keep it, it might be a good idea to get one. Those old flat heads are sweet running engines.Had a 6 cylinder in an old Plymouth that was so smooth you could stand a nickle on it's edge on the head with it running, and it wouldn't fall over.
