You didn't mention if you checked the battery. A dead battery would also cause no fuel pumping and no spark. A short-circuit would too, wiring issue, check from harness all the way to starter lead and fuel pump connection. Chip could be bad too. Could be one of many things. Good luck.

The last time this happened to me, the fusible link that powers the computer had corroded and created an open. The fusible link tested ok but the wire was broken a few inches away.

Start with the basics. Does the check engine light come on when the key is turned on? Does the PCM have a 5 volt reference voltage at any of the three wire sensors? MAP, TPS, EGR. Is power supplied to the positive side of the ignition coil? Is power supplied to pin 20, 40 & 60 of the pcm? Is the PCM properly grounded? You also need to check the PIP signal, (profile ignition pickup) which is generated in the distributor. This signal is sent to both the TFI module on the distributor and the PCM. The pcm then uses this signal to compute the SPOUT (spark output) which is sent back to the TFI module. The SPOUT is used for ignition timing. The TFI module and the PCM work hand in hand together to make the ignition work & to pulse the injectors. If the PCM does not see the PIP signal, it will not operate the injectors.
