Assuming you are in the US:

Where there is an identified risk of exposure to arc flashes in electrical equipment in accordance with NFPA70E. Generally, an "arc flash suit" is appropriate for areas defined as needing "HRC Level 4 PPE " protection. HRC stands for Hazard Risk Category based upon the Calories/Sq. cm of available energy present and PPE stands for Personal Protective Equipment ranging from 0 to 4, with 4 being the highest level of protection required. But that is not gospel, PPE Level 3 can also be interpreted as a "suit". Do your homework and search out "NFPA 70E PPE levels" to read all about it.
