why a making rating as the current flowing immediatly before the switch is closed must be zero?

There is a short distance, just before the switch is closed, where there will be an arc current.

Many devices, motors and tungsten filament lamps being among the possibilities, consume a heavy starting current that reduces once the device has been running for a short time.
