Why are generator neutral CT's used to energize generator overcurrent protection?

So that even when there is a over current problem inside the generator windings (probably due to some inter-turn shorts), the realy would receive the current signal. (As phase CTs would be mounted outside the generator terminals and hence wouldn't sense such an internal overcurrent fault).
