Yes, it can be used for this purpose. You will need to burn the gas to either produce steam to drive a steam turbine, or to power a Stirling engine or something similiar to drive a generator.

Not for bulk electricity production, and for very good reasons. The biggest is that it is difficult to get the cows to poo in one place, meaning you need to collect it some how. The other reason is you need a LOT of it, so a lot of farms would need to collect it and transport it to a central location.

The key point here is that the only viable way to collect and move the poo to a central location (especially for a gird-connected poo generation plant) is with the use of vehicles powered by internal combustion engines, in that you would use more fuel (petrol) transporting the poo than you would extracting fuel from the poo. For small scale farm power (or methane gas) generation it is a little more viable and there are some small scale pilot plants I believe.

So in conclusion, no. There are much, MUCH better ways such as landfill methane gas generation plants that continuously produce MW of power.

There is an operation in Texas, USA that profitably uses cattle manure and cotton gin waste to fuel an ethanol plant. (Biomass Energy: Manure for Fuel) However, the manure comes from feedlot operations, so collecting it is relatively simple. The feedlot operators have found this to be cheaper and more convenient than other approved methods of cow waste disposal, so they are willing to pay for the transport costs.

I'm not going to opine on whether Hindu religious practices approve cattle feedlots.

An internet search of "landfill gas" and "landfill gas generation" produces plenty of general information to start with.
