Have you read the User Manual for the Micrologix 1000? There is some information on how to implement quadrature encoders contained therein. Have you read this specific encoder's manual? It will have the pinout and most likely tell you how to use it with a PLC and VFD. It may be also, that the encoder can feed back to the VFD and the VFD have an analog output relating to motor RPM that you can input to one of the PLC's analog inputs.

Reading manuals does wonders.

Aside from these suggestions, your best bet would be to call Allen Bradley.

link to manual

Chapter 12 shows you pretty well. You'll need to look at the wiring diagram for your encoder and determine what wires you want for what you're needing to do. There is a table that shows your connections to I/0 - I/3 depending whether or not you want a Z bit and hold. A and B will simply go to I/0 and I/1.

Read through the chapter. You'll use the HSC function which in these baby PLCs is attached to C5:0.

Here is a couple of links to sites dedicated to PLCs. Dig through and you'll find plenty of information to help you. Good Luck
