(Plain) Earth fault protection scheme would respond for any earth fault current beyond the setting, irrespective of the location of the fault in the network. Whereas, restricted earth fault protection scheme, as the name suggests, would respond only to those earth faults, which are happening in a pre-defined zone of protection. If the earth fault is outside this zone, even if the fault curent is more than the setting, the scheme wouldn't respond.
