Steam Turbine Governing (Hunting)

Dear All,

My question is related to Hunting at Steam Turbine. We have A small Turbine manufacture by Dresser-Rand Model is RLHB19, Power 132KW, Governor Woodward Model TG-17.

When we start the turbine and before it reached to operating speed which is 1790rpm, it will start hunting at 1750rpm then we start close the valve slowly then hunting will stop. Unfortunately I don't have much experience in Turbine Governor and I seek your support to share with me your experience to solve this issue.
