"cc" is cubic centimeters, a measure of volume. Horsepower is, Surprise! a measure of power. It is possible to get a pretty wide range of power ratings from different designs of engines with similar volume measurements. But one needs a whole lot more information to determine how much horsepower an engine of a given volumetric displacement is going to provide...

I usually luck out when I use the conversion factor for apples to rutabagas. (written with tongue firmly planted in check!)
