When it is required to provide expansion joint in heat exchanger?

Is there any code requirement / guideline as per TEMA / ASME?

When the expansion of the shell or the tubes would be great enogh to put undue stress onto these components. Code - common sense (or possible engineering).

I mean at what design temperature sheel / Tube side we need to go for expansion below.

Because every time we will not going to use expansion below.
