4140 is not sufficient and anything else may be quite different!
Both electric and magnetic properties are subject to big changes by cold or warm deformation conditions, heat treatment, quenching and ageing.
So if you want to test 4140 then I would take the same material subjected to the same conditions.
If you want to test only functionality any nonmagnetic material (no steel at all!) but most other alloys. Similar electrical conductivity have Ti, Mn, Mo. Al, Cu, Bronze and Brass all have much better conductivity so better to avoid. Test yourself by 3 or 5 pieces of 4140, one annealed, one quenched, one quenched and annealed, one quenched and aged, one quenched and cold treated and aged. Any of these first non-magnetised and then magnetised by a SmCo or FeNdB - magnet.
