What is the history of the UPS? Age, frequency of use, length of use at each outage. What does the batt pack read when disconnected? What is the charge output? Sorry to answer questions with questions but that's how we try to get you up again.

Battery cells are connected in series within the battery and the batteries themselves are connected in series within a battery bank. If any of the cells are defective, the series connections are broken and the battery will not be charged and/or delivered power. This is one of the major disadvantages for having multiple batteries connected in series. You didn't mention your DC voltage range; I am guessing you have more than 12V DC system and multiple batteries connected in series. If this is the case, check each of the batteries and replace the defective one.
If the batteries are too old, better to replace the complete battery bank.
