Controller settings for LTC's

What are the appropriate steps used to get the correct settings for the controller of a load tap changer? How is the reactance and resistance settings found?

Normally, on-load tap changer(OLTC) is controlled automatically by an automatic voltage regulator(AVR) by sensing the secondary voltage. If auto function give trouble secondary voltage could be maintained by two push buttons(up/down) by manually observing the voltage.Further details should be obtained from AVR/OLTC manufacturers.
