is 3O/C+1E/F protection necessary at the primary side of delta-star transformer?

I think o/c & E/F are necessary @ primary side and secondary side .

I think it would depend on what kind of system earthing the delta side or the primary side of the transformer is connected to.

as for me, i would say "yes".. 1 e/f protection would be used to compute the residual currents at the delta side, in which it is unavailable at the high side of the transformer..

If the delta side is connected to an high impedance grounded source or an ungrounded source, then the E/F relay would serve no useful purpose. If the delta side is connected to a low impedance grounded or solidly grounded source, then, yes! the E/F relay would be meaningful. But, even in such a case, the E/F relay so provided would automatically be an REF Relay and would respond to earth faults on the delta side of the windings only. Any star side earth fault will not be reflected on to the delta side lines.
