Am electrical engineering diploma holder,working in UAE,I like to do some course in PLC AUTOMATION,which one will be good ?

Take a look in here. First learn the basics and then choose a program that will support the equipment and asssociated software you'll be using.

Check with PLC manufacturers. Many years ago, Allen Bradley's UK training centre was based in Sutton Coldfield.

You can contact Emirates Education Centre at Karama, Dubai

Allen bradley PLC , It is quite good. Also they offer SCADA after PLC.
