i understand the way to make concrete hard is to let it set slowly (harden is wrong it sets oh and it doesnt dry as such)

To aid it the proper curing of the concrete and minimize shrinkage cracking I would recommend"WET CURING" procedures be implemented shortly after the concrete has set-up, either by the flooding method or covered and sprinkler method. I'm not a big fan of chemical curing methods.

Make sure you extend the curing period for at least 10 days after the set-up. You must maintain the water supply and plastic sheet coverage the entire time. Also, try not to strip any form work during the curing process. Of course the constituent concrete materials in the mix will dictate the final quality of the product. That includes the addition of all types of admixtures, the amount of cement & pozzolans, the W/C ratio and the slump at the point of placement.

When in doubt, review the the project specifications, applicable ACI and PCA codes & manuals. You can always consult with the Engineer of Record for starters.
