B16.9 Fitting Modification

Could someone verify or correct my understanding of B16.9 when dealing with specialty fittings?

We need to modify a standard 45° elbow to have a takeoff outside that is covered under ASME B16.9. The way I understood section 2.2 Design of Fittings is that for this special fitting (being outside the range of B16.9 dimensions) we would need to perform proof testing in accordance with section 9 of ASME B16.9.

We have performed calculations (hoop stress, etc. but not the exact equations in piping codes) to show mathematically that this fitting will not fail but section 2.2 says the calculations must be contained in nationally recognized codes.

Do we need to perform the proof tests in addition to our calculations or will the calculations cover us?

Are you trying to sell this Modified Elbow to someone as certified to B16.9 ? If not, why are you hung up on making it meet B16.9 when it will not, just design it to the applicable Code (B31.1, B31.3, ASME Section VIII, etc.) of construction for the project at hand ?
