Why current limiting reactors put in system are of air cored construction?

What are other specific features?

Because air can not store significant energy.

For instance a lighting spike is expended forming a magnetic flux, but there is little energy return.

If you put a metal or ferrite core in the coil, then it would return energy - to the downstream equipment.
