DC Motor Protection in Plant

in my plant dc motor use in gas turbine auxillary system. haudrolic ratchet motor, in feeder side thermal relay used but it tripping contact not used .why.please suss me.

Perhaps someone doesn't want the motor to trip on overload and would prefer the installation to catch fire instead?
