1) Sit down with a good filling machine producer close to your location and explain what you want, short-term and long-term.

2) Let them design a filling system.

3) Take this design and modify following your needs.

If you cannot fill all three conditions, you will never get the solution or the best filling line you expected at the start. You know what you want to do.
