What is the best method to build a 3KVA /220V modern AC voltage Regulator(Sabilizer)

Best method will depend on how much regulated output is acceptable and range of input variation that can be tolerated.

The ferroresonant transformer is one option.

These are NOT simple to design and build, but they are robust and reliable devices
