locked rotor current and design of breakers and fuses-olp
Please accept my compliments on forming such a well crafted and thought out question. Obviously the FAQ on question formation that CR4 has available, serves no identifiable purpose.

1.Locked rotor current is usually 6 to 8 times full-load current. Check motor specs for more info.
2. Circuit breakers and fuses provide short-circuit protection, not locked rotor normally.
3. Overload relays provide overload protection including locked rotor protection normally.
4. Both need to be coordinated (Type 1 or 2) for proper protection of motor.
5. Ask your question in a better way as already mentioned.
