Clean earth isn't dirty, while dirty earth isn't clean.

The point of connection to the earth network is the only difference.

Clean earth is normally for instrument earthing which typically having the measured impedance of ideally 1 ohm (can we really get it?). Dirty earth is normally for electrical which deals with high voltage (and current). The irony is both connections will ultimately go to the same earth that we all live on.
