Power output down

After a major overhaul of turbine HP and LP Steam Turbines. The power output of unit is now down apprx. .5 MW. LP was rebuilt again and diapharms were found to be installed incorrectly(crush pins not set correctly)(major leaks at splitline) restarted unit, power still down and higher than normal crossover pressure. slightly higher than normal LP ext. pressures and slightly lower HP ext. pressure and flow. Unit is a VAX (HP) HT-10 and(LP) LT-10. What may be the cause of this?

I certainly can not offer an explanation on the performance of your turbo, other than it seems to me that after finding problems with the low pressure side a complete inspection of the entire unit is in order.
