What Kind of Surface Treatment is This?

I don't know what kind of surface treatment with the note "NAV 0001 BLACK EMS G05-5001" on the drawing. I have searched it but find no results. Does anyone know? Thanks in advance and really appreciate your kindly help

The outfit that produced the drawing should have a set of codes to use with which to interpret the drawing.

The purpose of a drawing is to communicate. If communication is incomplete, as it would appear from the posting, then go back to the originator and ask there.
