Using Human Presence Sensors

How would presence sensors work in terms of identifying where people are on a construction site in case of fire or gas release emergency.

Does the technology exist to detect a "man down" ?

Is it possible to get software to count the number of people in an area?

Looked at RFID but not really suitable for construction phase.

I'm not sure if this system is still available or if it will even work for you. I was reminded of it because they had a "man down" feature on one of the devices.
