There are some definitive books on the subject also, like "Reliability Centred Maintenance" by John Moubray.

I've just spent the last three months getting involved in that same area and the net has many good sights.

To answer your question about an optimal approach, that's a bit like asking "How big does a fish grow?" It really depends on the type of fish.

I think that reading the books and doing some basic study will help you determine what strategy will be your best fit.
