Need a Custom Coffee Filter Bag and Seal Machine

Can anyone design and build a coffee filter bag and seal machine for a factory? I need 2 machines to fill 5 ingredients into a round coffee filter that holds 6 teaspoons full of product, is sealed and sits at the bottom of a home coffee maker's basket. It can have the filter flat to look like a pancake or have sides with the pancake at the bottom. Having sides might be better to help the product to brew longer. Need help with factory set up also.
