Thermal Cycles in a Plant

Dear all,
In stress analysis, the no. of thermal load cycles are generally considered 7000 (so that the corresponding f=1). This is true for a plant life of 20Years.
My question is, If the plant design life is 30years, do we have to consider higher thermal cycles ?

Anybody of you have considered thermal cycles higher than 7000 ?

I do not design thermal plants, but it seems intuitive that YES you would design for more than 7000 cycles, maybe on the order of 8000 to 10,000 thermal cycles for a 30 yr plant design. The alternative is a major plant overhaul at the 15-20 year mark, which seems to defeat the purpose of designing for 30 years.

Since I have little experience in this field (college course work more than 35 years ago) I am not sure I have any other comments.
