Here is Wikipedia's assessment of GPRS (which mirrors what I've heard verbally).

Usability
The maximum speed of a GPRS connection offered in 2003 was similar to a modem connection in an analog wire telephone network, about 32-40 kbit/s, depending on the phone used. Latency is very high; round-trip time (RTT) is typically about 600-700 ms and often reaches 1 s. GPRS is typically prioritized lower than speech, and thus the quality of connection varies greatly.

Devices with latency/RTT improvements (via, for example, the extended UL TBF mode feature) are generally available. Also, network upgrades of features are available with certain operators. With these enhancements the active round-trip time can be reduced, resulting in significant increase in application-level throughput speeds.

Conclusion from the 2 or 3 people who have tried it is

a) service level depends on vendor from whom service is purchased. Maybe the first cellular service isn't the best. It might take some shopping to find one who can deliver. Salesmen only get the contract signed, they don't deliver service.

b) Try one location where there is already a wired line (lease line, modem, internet) to provide a comparison between GPRS and the wired link; and to take the heat off working at getting it commissioned. Use that experience to determine suitability for locations that are not yet wired in.

it's trial and error because of the variables. good news is there are cell boosters that make this effective for me. there will always be errors in transmission at times so by programming to require redundant reads over a brief time span you put in a safety factor. in critical app's i don't trust anything other that rs485.

Is the reservoir of which you speak a high service tank, an impoundment, or ground mounted tank?

How critical is the signal:Do you simply need to know when to turn on/off the pumps, or is real time monitoring of level nescessary?

If you can provide this information, I can help you.Possibly with none of the aforementioned technologies, but with a new patent pending method that is super reliable.
