What is LCS2A clasification as defined in IEC 62271-200.

I think it should be LSC2A (not LCS2A). LSC is for the Loss of Service Continuity. IEC 62271-200 describes it in section 8.2.3 with the example as

"LSC2A: When accessing components of one functional unit, the other functional units of the switchgear and controlgear may be kept in service.

Example LSC2A for withdrawable designs : In practical terms, this means that the incoming HV-cables of that functional unit shall be made dead and earthed and the circuit shall be disconnected and separated (physically and electrically) from the busbars. Busbars may be kept live."
