How can i generate 220volts 50/60 hz 1kva electrical power at the cheapest cost.

Probably a small gasoline-powered generator.

In the U.S. such units (3500 watts, manual pull-rope start) cost US$ 500 or so.

Do you mean cheapest cost as investement? or cheapest cost when you run it?

cheapest cost at investement, I agree with Tornado, a small gasoline generaotor is the cheapest you can get in Nigeria a chinese made 1kva at 250USD . for the running cost you may think about a wind system, running cost much less but investement is higher
