Dear Freind,

As the fan is changing its state from dyanmic to static thus it certainly required some time delay beacuse of moment of inertia, which is depend on mass of the fan and rpm at which is moving. when the power supply is stoped then fan loosing dynamic energy and get stoped in approximate 5 to 7 minute thus atleast 10 min delay must be consider.
