"What is the instrument that is used in transferring colorless gases from say a container to another container?"

A compressor or vacuum pump.

What specific gasses?

Rare gasses such as neon, krypton, xenon, etc.?

Or common gasses such as nitrogen, oxygen, carbon dioxide?

Radioactive gasses?

What kind of containers, glass, metal?

What presssures?

Can you be a bit more specific as to what & why?

The gas is ethylene, and the purpose is to transfer ethylene from a container to a gas chromatograph.

Open the valve ever so gently through a Low Pressure regulator in series with a Rotameter(flowmeter) using a thin hose--PVC/PE/Rubber/Metal--.

Ethylene is not dangerous/Toxic.

Flammable-yes, but you are feeding a tiny flow only a Gas chromatograph !

Just be careful to avoid leaking into a closed room.

They have plastic bags(metallized teflon or polyethylene, I think) that are specifically for taking hydrocarbon samples for gc injection. They have a syringe connection.

Hoke(swagelok) also sells high pressure gas sample cylinders.
