During SMAW on SA -516 GR-60 of 14 mm thk plate up to what extent heat of fusion during welding will penetrate ?

that depends the joint configuration and electrode dia used.

If its a square butt joint with 3.15mm or 4mm electrode it may reach a depth of 6 to 8 mm. i guess. for other joint design it may vary depending upon the position and electrode size used.
