Basic measurements can be made visually using a trained eye, literally.

Can you please provide more detail if this (valid) answer is not what you are after. What's the application? What level of accuracy? etc

These measurements are traditionally made with a dial indicator and precision reference such as a surface plate and precision fixturing such as a V-block. or bench centers. Thus the term TIR "Total Indicator Reading"
