Given the frequency with which this comes up I think this is part of some class work assignment; elevator mfrs stopped using relay controls years ago. Please don't help students do their homework, it encourages them to be lazy.
And don't bother claiming you are not a student. If you are someone qualified to be engineering a control system with a VFD in it, relay ladder logic would be the least of your concerns. If you are unable to figure out such a simple logic scheme or interpret what has already been shown to you, you have no business doing this at all!

Oh, I agree this is classwork of some type. Please note I have given him (her?) no real answers, only attempted to steer him to clearer more complete thinking.
Having had some experience with uninspirational instructors, I see nothing wrong with prodding someone down the path of inspired thought. Like you, I never very seldom give full answers to this sort of thread; that would, indeed, promote or reward laziness.

We've had some engineering students get really demanding about getting their answers, I like to respond that they must be more suited for management than engineering, because engineers want to learn how to do things, managers want to learn how to get other people to do things.
