High Resistance Busbar Sleve

Can any1 tell me what is high resistance heat shrink busbar sleeves used in LT Panel Boards ?

It is heat-shrinkable tubing that you slide over the bus bars and heat with a torch to shrink it onto the bus for a permanent, tight fit. It has excellent durability and insulating characteristics, and is easy to work with. It has insulating capability up to 35kV.
