Utility Reliability Study

Can anyone recommend companies that have performed electric utility reliability studies? We have had too many outages on a 230kv transmission line in Maryland owned by a local utility, and the customer is trying to find an independant consultant to rate its reliability.

I made a thesis about it. I calculated the outage rate of a 230 kV transmission line due to lightning with a Montecarlo method.

Among the conclusions on this work there was that a good maintenance of the tower foot resistance improves the line performance, besides it is pretty much the only variable you can put your hands on. You could also install arresters on the insulators.

PS. I don't know any company.
